Is it true that arroyo's administration is very irresponsible in terms of her services?

I don't think I'd use the word irresponsible...





It's always easier for those of us who are not directly involved to think that other people shold do a better job of things, but, rarely do we see or know all the factors that are considered in the decision making process..





More often that not, the subject matter is more complex that we are aware of.





There is an old saying ';walk a mile in my shoes';... Things are rarely as simple or ';black and white'; as they seem on the surface.
